Frequently Asked Questions

Are you a Brooklyn resident in need of home care, or caring for a loved one? FreedomCare helps you understand your options — and how to get paid for the care you provide.

Through FreedomCare’s Licensed Home Care Services Agency (LHCSA), caregivers must be New York State–certified Home Health Aides (HHAs) or Personal Care Aides (PCAs) who have completed all required training, background checks, and health screenings. Only individuals who meet NYS regulatory and competency standards can provide care. A caregiver cannot be the spouse, parent, son, son-in-law, daughter, or daughter-in-law of the patient.

Yes—one of the benefits of working with FreedomCare’s LHCSA is the ability to bring your own caregiver. A trusted friend or family member may be eligible if they meet New York State requirements; however, a caregiver cannot be the spouse, parent, son, son-in-law, daughter, or daughter-in-law of the patient. If they are not yet certified, our LHCSA offers a state-approved training program. Applicants must meet basic eligibility criteria and complete all NYS onboarding steps. Once certified, they can work as your caregiver under our LHCSA program.

If they are not yet certified, our LHCSA offers a state-approved training program. Applicants must meet basic eligibility criteria, including relevant experience or prior training, and complete all NYS onboarding steps. Once certified, they can work as your caregiver under our LHCSA program.

Yes. Our agency provides services only through Medicaid‑funded programs, which include:

  • Medicaid
  • MLTC (Managed Long‑Term Care plans)
  • MCOs (Managed Care Organizations)
  • HARP (Health and Recovery Plans)
  • MAP (Medicaid Advantage Plus)

At this time, we do not offer private pay or commercial insurance services. If you’re unsure about your Medicaid eligibility, we can help guide you through the steps.

The timeline to begin services with an LHCSA depends on several factors, including insurance approval, required assessments, and caregiver availability. For Medicaid and managed care plans, services can begin once:

  • The plan authorizes care hours
  • Required assessments are completed
  • Official approval is issued

If you are bringing your own caregiver into the LHCSA, additional onboarding or training requirements may affect the start date.

To work for an LHCSA in New York, caregivers must complete a state-approved Home Health Aide (HHA) or Personal Care Aide (PCA) training program. This includes passing competency evaluations, clearing background checks, completing health screenings, and maintaining annual in-service training.

If you are not yet certified, FreedomCare’s LHCSA provides a training pathway for qualified applicants with relevant experience or prior training, helping you become eligible to work as a caregiver under New York State regulations.

"I’m gonna make 90"

I didn’t want an aide; I don’t get along well with strangers. My daughter knows me and loves me; she looks right past my attitude. With her as my aide, I think I’m gonna hit 90. You watch. I’m gonna be the first one in my family to make 90.

Dorothy Zuniga

"A blessing"

I have multiple sclerosis. After my second hospitalization, I realized I needed help. To have my best friend be here for me is a blessing. My caseworker, Ashley, is very helpful — I feel comfortable calling anytime. And having someone I trust work for me keeps my mind at ease.

Richard Branker

"Mom is getting stronger, and it feels so good”

We brought in a couple of aides for my mother, but I could tell she wasn’t happy. Now I get to care for Mom daily — and she’s smiling and laughing. I feel really good, knowing she’s getting stronger each day.

Patricia Charles

"Best program ever"

I’ve had aides in the past, but it always ended badly. This is one of the best programs ever. I’m so happy that my niece is helping me.
